Some peak 2010s graphic design!

I found an old USB my mom gave me before I left for college. It used to be my grandma's, so she said I could delete everything. But I never ended up using it! Now I've found all these old Powerpoint files that my grandma and her friends would email each other, kind of like a chain letter or a precursor to the wechat tabloid links and videos she sends today. These files aren't even that old, but as you can see my laptop is unable to read the way they encoded the Chinese language titles. I'm willing to bet some outdated mode of inputing traditional script? I have no clue who made these beyond the names/nicknames they left in the title slides.
